NWISA DISTRICT HIGH SCHOOL

 DOUBLEHANDED CHAMPIONSHIP

1. RULES

 

1.1  The regatta will be governed by the 2009-2012 ISAF Racing Rules, the prescriptions of US SAILING, this Notice of Race, the 2009-2012 ISSA Procedural Rules, and by the Sailing Instructions.

 

2. ELIGIBILITY

 

2.1 A team shall be comprised of a minimum of 4 and a maximum of 8 sailors who are full time students in the 9th grade or higher, attending the same high school.  A responsible adult leader must accompany teams. There are no numerical or age restrictions on JV competitors.

 

4. ENTRY AND COMMUNICATIONS

 

4.1 Eligible schools shall enter by submitting an official entry form to the Regatta Chairperson, via mail or e-mail to arrive no later than April 16, 2010.  Entry fee, funds for housing and meals, damage deposit, and consent waivers may be submitted upon arrival at registration.

 

4.2 Current ISSA and NWISA membership will be verified at the time of final registration at the regatta site.

 

4.3 Teams unable to compete shall notify the Regatta Chairperson as soon as

possible.

 

5. ENTRY FEE

 

5.1 The entry fee is $35 per team.

 

6. BOATS

 

6.1 Vanguard 15’s are provided. 

 

6.2 Junior Varsity racing boats and venue will be announced upon allocation of boats for varsity teams. Varsity competition has highest priority in both allocation of boats and completion of races.

 

7. BOAT DAMAGE DEPOSIT

7.1 A refundable boat-damage deposit of $150 shall be submitted with each entry from any team not having previously contributed to the seasonal NWISA damage deposit fund, managed by the NWISA Treasurer. In the event that damage to a boat cannot be attributed to a particular team, the repair cost will be divided evenly between all the teams competing.

 

8. SCHEDULE

 

8.1

Friday, April 23, 2010

1200 - 1700     Registration at the Port of Silverdale office on NW Byron St. Boats will be made available on a first-come first-served basis. There will be two practice sessions, from 1200-1400 and from 1400-1600. A maximum of two boats per team may practice in one session.  At 1600 there will be a series of Practice Races. All competitors are encouraged to participate.

1000                Skippers Meeting

1100                First Warning.  Racing will continue throughout the day.    

                        Eat during boat rotation - no lunch break.

                        Racing will continue until late, weather permitting.              

 

Sunday, April 25, 2010

0915                Rigging of Boats.

1000                First Warning.  Racing will continue throughout the day.    

                        Eat during boat rotation - no lunch break.

1500                No race will be started after this time, except for tie-breakers

1600                After race snack and Awards Presentation.

 

                        Changes to schedule will be posted on the Notice Board.

 

9. RACING AREA

 

9.1 The racing area will be the waters south of the Waterfront Park on Dyes Inlet.

 

9.2 Team members, coaches and spectators will be able to watch the racing from the large pier at Waterfront Park.  Rotations will be conducted on the DOWNWIND side of the large pier.

 

 

10. COURSES

 

10.1 Based on weather conditions, the Race Committee will determine the courses.  Short collegiate style courses will be used.

 

11. FORMAT

 

11.1 The format will consist of two races in A Division, followed by boat rotation, and two races in B Division.

 

12 SCORING

 

12.1 The regatta will be scored using ISSA Procedural rules.

 

13 DECISIONS OF THE PROTEST  COMMITTEE

 

13.1 Under rule 70.5(a), decisions of the protest committee will be final.

 

14. BILLETING

 

14.1 Billeting is provided at Island Lake Camp Friday and Saturday evenings.  Bring a sleeping bag.  $25per person per night provides comfortable bunks, showers, heat, common gathering spaces, and a cafeteria for meals. (A fundraising campaign is underway to subsidize this expense, so this is a maximum fee which may turn out to be less)

 

15. FOOD

 

15.1 $25 covers all food during the regatta for sailors staying at Island Lake Camp.  Meals covered include breakfasts and lunches Saturday and Sunday, and dinner Saturday night.  $15 covers food for sailors not staying at camp, and includes lunches and Saturday dinner.  Silverdale has numerous stores and restaurants for Friday dinner.

 

 16. COACHING

 

16.1 Unless it is with the permission of the Race Committee, team leaders, coaches and other support personnel shall not go afloat in the racing area on April 24 or 25.

 

16.2 Competitors may receive coaching including instructions, assistance, equipment or sustenance only during the designated rotation between races. 

 

 17. PRIZES

 

17.1 Prizes will be awarded to the schools, skippers and crews of the teams placing first, second, and third.

 

18. REGATTA SHIRTS

 

NWISA Doublehanded Districts shirts are available for purchase during the regatta.  No prepayment is required. Cost is $15 cash or check, payable to: Kitsap Sailing & Rowing Foundation.

 

19. OFFICIAL NOTICE FOR ALL PARTICIPANTS:

No contestant shall use, either on or off the water, alcoholic beverages (beer, wine, distilled spirits), or use any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. An alleged breach of this rule and/or other disciplinary matters that occur on April 23, 24 or 25, 2010 may be the basis for a hearing under rule 69.1. The protest committee for such a hearing will be the Regatta Chairperson, a member of the NWISA Board of Directors and the chairperson of the protest committee.

20. Hold Harmless Agreements

Rule 82 is deleted and does not apply.
